This tool supports candidates in the preparation of their proposition paper for the Innovation Partnership for Pre-Deployment of Autonomous Road Transport, tendered by the Ministry of Infrastructure and Water Management (IenW).
The tool guides you through defining your route and vehicle, describing your Operational Design Domain (ODD) on a higher abstraction level, and structuring your proposition — covering objectives, development path, scale, knowledge management, societal value, and wishes from IenW. The output can be exported as an HTML, Word (.docx), OpenDocument Text (.odt), or ZIP file.
Note: proposition papers must not exceed 20 pages including images.

Use of this tool is entirely voluntary and not a requirement for participation in the tender procedure. The tool is intended to support candidates in structuring their proposition and to facilitate a productive bilateral discussion with IenW.
It is expressly stated that the proposition papers only serve to allow IenW in a robust preparation of the first round of bilateral meetings.

- Data entered and files uploaded in this tool are stored locally in your browser and are not transmitted to any server.* Exported documents may become part of the tender procedure, but you are responsible for checking accuracy if you choose to use the information provided through this tool.
- Route calculations, road operator data, and address lookups are sourced from public datasets (OpenStreetMap/OpenRouteService, NWB via PDOK, Nominatim) and may be approximate, incomplete, or outdated.
- If the routing does not provide a feasible or legally permitted route for your vehicle type, you should use your own routing tools and professional judgement to determine the correct route.
- The tool is provided as-is and will be available from 17 April to 8 May 2026 (inclusive). The tool developers and IenW accept no liability for the content or accuracy of the generated output.

* When using route calculation, address search, and infrastructure analysis features, coordinates and search queries are sent to third-party services (OpenRouteService, PDOK, OpenStreetMap/Nominatim, Overpass API) to provide routing, geocoding, and area analysis. No personal data or proposition content is transmitted.
